HIE are seeking a suitably qualified and experienced supplier to assist them in ensuring compliance with the EU Energy Performance of Buildings Directive 2002/91/EC.
HIE requires a certified and licensed Energy Performance Certificate (EPC) supplier who will provide a consultancy service, whilst offering best value in the expenditure of public funds.
The objectives of the contract are to provide the following services to HIE:
- Desktop information gathering and collation of records
- Undertake property surveys to meet identified needs
- Provision of reports & EPC certificates
- Production of a comprehensive programme of survey work
- Provision of advice under the EPC directive
The successful supplier will be able to demonstrate capability in the following areas in relation to HIE’s property portfolios:
- Advising clients of their duties under legislation & directives
- Gathering details of properties affected by legislation
- Auditing of clients’ records
- Planning programmes of survey work
- Carrying out survey work
- Liaising with tenants
- Producing & presenting reports
- Issuing Energy Performance Certificates
- Maintaining audit trails
- Working with clients’ consultants

- Challenges of working in the Highlands and Islands 20%
- Track record of similar projects and clients 10%
- Cost Price 20%
