EU energy performance certificates

HIE are seeking a suitably qualified and experienced supplier to assist them in ensuring compliance with the EU Energy Performance of Buildings Directive 2002/91/EC.

HIE requires a certified and licensed Energy Performance Certificate (EPC) supplier who will provide a consultancy service, whilst offering best value in the expenditure of public funds.

The objectives of the contract are to provide the following services to HIE:

  • Desktop information gathering and collation of records 
  • Undertake property surveys to meet identified needs 
  • Provision of reports & EPC certificates 
  • Production of a comprehensive programme of survey work 
  • Provision of advice under the EPC directive

The successful supplier will be able to demonstrate capability in the following areas in relation to HIE’s property portfolios:

  • Advising clients of their duties under legislation & directives 
  • Gathering details of properties affected by legislation 
  • Auditing of clients’ records 
  • Planning programmes of survey work 
  • Carrying out survey work 
  • Liaising with tenants 
  • Producing & presenting reports 
  • Issuing Energy Performance Certificates 
  • Maintaining audit trails 
  • Working with clients’ consultants

The contract is being tendered using the two-stage restricted OJEU process. Indicative timescale and estimated dates for tendering process are shown below:

HIE will award the contract on the basis of the following criteria:

  • Competence to deliver the proposed contract 30%
  • Proposed team and individuals 20%
  • Challenges of working in the Highlands and Islands 20%
  • Track record of similar projects and clients 10%
  • Cost Price 20%
